I've added an "HBase" throttle category - you can go into your jobs, check the 
"Throttle Concurrent Builds" option near the top, and then choose the "Throttle 
this project as part of one or more categories" radio button. Leave the default 
0/0 for the two fields there, and check the HBase category option. Any jobs 
using that category will be able to run as many builds as possible across all 
nodes, but no more than one of them can run on a specific node at a time. 

Yes, I'd say we're likely to be moving towards having more slaves with >1 
executors - it's a better use of the hardware at this point. So jobs should be 
prepared for that.
