Summary: Update the Continuum CI instance to the latest version

Apache Commons project team has changed SCM of some sub-projects such as
commons-math and commons-scxml to git.
However we're unable to edit the project SCM URLs to use the new git URLs due
to CONTINUUM-2723 [1].
We also tried to delete an existing item and create a new item to work around
CONTINUUM-2723, but we were not able to proceed due to CONTINUUM-2726 [2].
So, we want CONTINUUM to cut a new release and Apache Continuum CI instance to
be updated to solve this problem.
