Flink 2.3 adds Python 3.12 support (tox.ini envlist) and removes JobResult.getApplicationStatus() (replaced with isSuccess() in KafkaSinkITCase). It also requires an explicit ON CONFLICT clause on INSERT statements whose upsert key differs from the sink's primary key (FLIP-558); added ON CONFLICT DO DEDUPLICATE to the affected UpsertKafkaTableITCase/KafkaChangelogTableITCase queries to preserve prior SinkUpsertMaterializer behavior. Also fixes a TIME-to-VARCHAR cast formatting change in KafkaTableITCase.
