I've search git and no commit has ever added it. In fact no command has ever had a --sigkey option (only --key, --keytab, or --sigs). The version you have installed on your server has either been strangely modified (it's not even clear what associating a sigkey with a tag would mean) or is experiencing some sort of bug.
