It can't be added to Fedora, since it would introduce file conflicts
with the real glibc{-devel}.i686
You can get it from
http://koji.fedoraproject.org/koji/buildinfo?buildID=153452 if you
require it. If for some reason you need it for RHEL, you'd have to
make it yourself based on the spec you can find in that SRPM.
