Does anyone have any pointers on how to figure this out?

This is a bug in rpm >= 4.10, plain and simple. I found a reasonable reproducer for the case and will fix ASAP (I know where the bug is but whether its an old bug unmasked by other changes or a truly new one I dunno yet), but it wouldn't hurt to file it in bugzilla too so it gets properly tracked.
