Tammy,
These *are* good questions and reasonable things to think about 
implementing, but you really should read Peter Barry's excellent white 
paper on the subject of "the DDE exception" to the HIPAA transaction and 
code-set rules.  Unfortunately (at the moment, anyway) there is very little 
allowance for departure from the strict interpretation of the transaction 
standard for claims and elig.  Format can be altered in certain situations, 
but generally "content and condition" must be respected in the DDE service 
implementation.  (Is the latest version of this paper on the WEDI-SNIP site 
now?)
