Electronic enrollment using the ANSI 834 transaction does not allow for an employee's signature. Currently, an employee's signature on our paper application acts as a binding contract; an attestation by the employee that the information provided is correct and true. If review by our underwriting area uncovers questionable information, they are able to rescind coverage. There is concern that without the signature, the member could state they never signed the application, and legally we wouldn't be able to rescind coverage.
We feel sure that we are not the only health plans addressing this issue. Do you have any information about how the lack of a signature on the 834 is impacting other insurers and the approaches taken to address the issue.
