Todd,

A good rule of thumb from a legal perspective is never rely upon a
dictionary definition of a term if the term is defined within a regulation.
Courts are not permitted to look beyond the "four corners" of a statute or
regulation for an interpretation unless the language is unclear on its
face, in which case, a court may rely upon the "plain meaning" of the
language which might include a dictionary definition.
