Duties include systems analysis, determination of ways to structure,
organize store and manage data, on-going maintainence, development and
implementation of new software, disaster recovery, data/records retention
necessary to meet business requirements, enhancing performance of exisitng
databases, developing and maintaining new and existing databases.  Position
will work closely with the Divisions, the GSD CIO and other technical and
project management staff on system design and implementation, standard
operating procedures, backup/storage requirements and schedule, disaster
recovery plan.  The Database Administrator will prepare policies,
backup/retention schedules, adhere and comply with State IT Security Plans
and GSD Records Retention plans, project requirements , risk management,
status reporting, change control management, system performance
evaluations, and system status/oversight monitoring and tracking.  The
position is one that has new emphasis as we strive to improve both business
models and technical systems within the department.  GSD's current
databases are currently being backed up and managed to some extent but lack
strict adherence to rentention rules and recovery experience and best
practice.   They are at high risk of failure with no ability to recover them

 This position will provide Database Administration and Maintainance
support for GSD division programitic data structure, databases that will
run at their optimum performance with high levels of security

The position involves getting requirements from individuals not always able
to articulate coherent requirements, and

getting written task lists from technicians not always able to specify them
ahead of achieving the solution. The

database administrator must also identify risks and issues related to
databases/systems and know when to escalate

them to Agency leadership. The position presents unique challenges related
to IT system planning, implementation

and management in that the incumbent is required manage complex technical
project with both employee and

contractor support. Adding to this complexity, is the fact that more and
more projects and systems span multiple

divisions and service providers—requiring tactful management of
stakeholders. Additionally, the incumbent in this

position must be current with technology developments, system requirements
and application languages so that new

and innovative technology can be applied to problem solutions within GSD.
Where required, the position incumbent

will be required to work with external agencies and or vendors (DoIT, ITC,
PCC, etc.) to champion changes in

technology standards for the State of NM. The incumbent will also be called
upon to modify project direction when

technical risks and issues threaten the successful implementation of
assigned projects. This situation requires the

ability to consider all options and to take necessary actions to bring the
project back into alignment with departmental

goals and schedules.  It will also be challenging to work with the program
owners and gain an understanding of what

their data rentention and recovery requirements are.  Understand how data
is currently structured, system files are

backed up, how data is being stored and how these efforts are in compliance
with state policies and records retention

rules.
