This position is for an Enterprise Architect with a solid understanding of
public school data management systems and Student Information Systems in
particular. The duties include, but are not limited to assessing the
business requirements for a statewide Student Information System (SIS) and
translating them into a specific system to be implemented. They will analyze
customer requirements and design solutions to meet those objectives. They
will be one of the experts to construct the specific solution, scope
document, risk profile, and corresponding financials. They will maintain and
utilize detailed industry and internal services knowledge of SISs, including
expert working level knowledge of the processes, technologies, and people
components involved in the SIS arena. They are expected to use their
expertise to construct specific and detailed solutions that encompass
process, technology, and staffing plans for the solution. The candidate must
be familiar with UML and documenting use cases with a UML tool. The position
will require the candidate to work closely with the internal users and
management team, as well as ESC and school district staff. The duties
include, but are not limited to documenting the current systems and
identifying requirements specifications for a new system. The duties of the
position will require the analyst to:

*Roles & Responsibilities:
*Lead or work collaboratively with developing application specifications as
part of the statewide SIS project.
Provide technical leadership and expertise on the statewide SIS Request for
Information (RFI) proposals for implementation.
Follow and comply with processes, procedures, and guidelines for all
development work and participate in technical reviews of all components
developed. Communicate with the project manager, statewide SIS team lead,
team members and customers about change requests and to understand their
needs. Utilize the Agency's change management system and version management
systems. (Serena Tracker and Version Manager). Document all technical work
as requested.
Keep agency supervisor and management informed on issues and the status of
work planned and complemented by submitting weekly status reports. Interface
as appropriate in carrying out application design and development
responsibilities with agency data analyst, database administrators, network
operations, security officer and other IT peers and management.

*Skills & Experience:*
UML and OO development
Analytical, problem-identification and process analysis skills with the
ability to envision a solution from requirements
Strong analytical, problem-identification and process analysis skills with
the ability to envision a solution from requirements
Experience translating business plans and requirements into information
systems concepts and produce and update supporting documentation. Work
experience and understanding of software lifecycle methodologies, thorough
knowledge of the software specification process and software development
processes, and software architecture.
Work experience and knowledge in defining and modeling functional business
requirements using Unified Modeling Language (UML).
Work experience with public school data and Student Information Systems
(SIS)
Experience with agile/scrum projects and creating and maintaining product
backlog
Experience with the following tools: requirements analysis case tools like
Optimal Trace and UML modeling tools like Enterprise Architect Experience
with defining business workflow and document management.
