This is a *high profile position* for the candidate and will have access to
the *CIO* so he/she must be pretty sharp.

Under the supervision of the department director and the applications
manager, the applicant will elicit requirements, document analysis (for the
solution of business problems), facilitate requirements meetings, create
surveys, when appropriate, business process descriptions, use cases, use
stories, screen design, wire frames, scenarios and workflow analysis.
This position plays a major role in development, documentation, user design,
testing and implementation. Successfully engage in multiple projects
simultaneously and work independently with staff and affiliates. Must be
open-minded and willing to adapt to change. A thorough understanding of how
to interpret staff needs and translate them into application and operational
requirements. Thorough understanding of *Agile and Waterfall*methodologies.
The applicant will perform necessary analysis and evaluation to assist in
project feasibility. Establish project value including the development of
alternative considerations leading to recommendations for new systems,
off-the-shelf or change to existing applications. The applicant will modify
business designs to take maximum advantage of existing resources.
Understand, explain and use appropriate standards and methodologies.
Will help estimate resource needs, develops and assists in the development
of project plans, time schedules and test procedures for all aspects of the
system. Use of software testing methods to include software test plans,
test scripts, performance response time and other software assurance
metrics. Coordinates and leads teams in the development, maintenance and
implementation of software applications throughout the life cycle process.
Ensures issues are identified, tracked, reported on and resolved with an
update to the applications manager.
*Qualifications:*
The position will represent the national office and therefore, the ideal
candidate must be a seasoned professional with 7 to 10 years of experience
in the areas of Web 2.0, social networking paradigm, system business
analysis, testing, facilitation, project management, QA processes and tools,
leading teams. *Thorough Understanding* of Java, .NET (especially Web
Services), Web Technologies, i.e., JavaScript and JavaScript Libraries,
HTML, AJAX; and Web Portals.
The applicant must be able to gather business requirements, possess
excellent interpersonal, collaboration and communication skills with an
ability to build professional relationships, document detail process
workflows and develop performance and quality metric standards and reports.
B.S. degree in Computer Science, Information Systems or related field.
*Desired:* knowledge of Force.com, Ext-JS, RESTFUL Services, SQLServer, MS
Access, MS SharePoint, MS Windows, MS Office and MS Visio.
*Union experience is strongly preferred. *
