*Job Description: *Client has begun the incremental process of updating and
replacing the legacy mainframe system. Consistent with the modernization of
the system is modernization of the IT Governance model.  The new Governance
Model includes the following bodies: Executive Steering Committee,
Operational Steering Committee, Program Management Office, Change Control
Board, Architecture Review Board and a Quality Assurance Board.  For each
body Client has developed a Charter, Policies and Procedures, Document
Templates and Training Materials.**



The Client/CSE Quality Assurance Team is established to create and implement
the processes and standards that ensure the quality of the work and work
products produced by the ISO organization in support of the Child Support
Enforcement Division. Currently, Client has a sophisticated testing process
and experienced Test Leads.  However, Client does not have staff with the
broader Quality Assurance experience.  Client is seeking an individual with
the skills and experience necessary to chair the Quality Assurance Board who
can also mentor and train Client staff to enable Client to become self
sufficient with Quality Assurance.  Client believes that public sector
experience is a critical success factor for this engagement.



*Major Responsibilities***

   - Ensure that the policies, processes and standards for creating work
   products are of high quality, effective, well-documented and stored in a
   repository accessible to all staff
   - Minimize the cost of poor quality through establishing suitable quality
   checks throughout the lifecycle, detecting problems as early in the
   lifecycle as possible
   - Identify proactive actions to reduce the number of bugs as part of
   tracking bug history and trends, and ensure recurring problems are addressed
   by root cause analyses, validated by ongoing audits and testing
   - Ensure that the work products produced are fit for the purpose planned
   - Ensure that testing is effective and timely
   - Raise awareness of the importance and benefits of high quality to
   improve performance
   - Establish standards  (e.g., responsibility within the SDLC, potential
   QA audits)
   - Audit work processes and products (e.g., requirements reviews, code
   reviews, system testing)
   - Establish a repository for all process documentation (e.g., Audit
   Reports, Checklists, templates)
   - Verify that corrective actions have been completed
   - Sample work products to determine compliance with standards
   - Report on findings
   - Participate and lead in the creation of the Quality portion of the
   Project Management Plan for large projects, and take responsibility for QA’s
   role in that plan

·         Communicate outcomes, metrics and trends to the Operational
Steering Committee and the Project Team
