I agree, no war. But so far I have not read a single opinion here
stating that anybody wants to keep the old behaviour.

I tried
- the default Linux telnetd (Debian package telnetd 0.17-34 in my
distribution, binary named in.telnetd)
- BB 1.7.2 on two Linux platforms,
- in.telnetd.exe from inetutils-1.3.2-37 package on Windows with
Cygwin
- Windows XP built-in telnet service with Windows shell (cmd) and
sleep applet from Windows Resource Kit, so "sleep 5 & exit" also
works)
#1, #3, #4 behave according to what I said was a "standard" or a good
default (exit immediately because the foreground command "exit" was
issued), only BB 1.7.2 displays the "feature" of hanging clients.
Tests enough? I hope I could save you some time. :-)
