inetd.conf file format changed between 1.2.1 and 1.7.3

After upgrading to bb 1.7.3 I had to change my inetd.conf file from
 ftp     stream  tcp     nowait  root    /usr/sbin/vsftpd /usr/sbin/vsftpd 
/etc/vsftpd/vsftpd.conf
to
 ftp     stream  tcp     nowait  root    /usr/sbin/vsftpd 
/etc/vsftpd/vsftpd.conf
        
Is this intentional or a bug?
