Sorry for the late response, I was offline for quite some time.
Turning off locale support fixed the ash line editing issue for me too
and vi was finally able to accept my german umlauts, _BUT_ only two of
them.

I open vi, change to insert mode, enter 'ä' (works), 'ä' (still works)
and a third 'ä' produces strange symbols on the screen.
This happens only after I put in the third non-ascii character, well,
wait, this seems to happen only after I pass the third column of a line,
f.ex.

1234ä  doesn't work at all.

Oddly, this only happens when I'm on the physical console of my
thinclient, connecting via SSH to it and starting vi works as expected
(I can now input the umlauts and other 8bit characters without
problems).
