Without more information, it's difficult to determine what is wrong.
From what you describe, busybox seems to be working but your target
filesystem is not correct or at the very least not consistent with the
glibc system you use.

For one thing, you can remove the hash in /etc/passwd in the root
account. You should be able to log in without password (or /etc/shadow).

If this does not work, check your device nodes.
