I have disable selinux as follows, and reboot, problem still here.
 
/etc/sysconfig/selinux:
  SELINUX=disable  SELINUXTYPE=targeted
 
I have test the busybos1.5.0 under Fedora 5. it still has the issues.
 
zcip: execl: Permission denied
zcip: script examples/zcip.script failed, exit = 1
