Sorry ... you are wrong ... yesterday nearly the same happened to me ...
I'm going to set up a new machine (my own new machine for development)
... as I like to separate development from desktop and test
environments, I do want to have only a small host system with a minimal
set of utilities, moving all other stuff to qemu virtual sessions ... so
I tried to do a couple of small changes to the selection of applets in
my current busybox 1.17.2 installation ... and bang I got stuck in the
menu as described above :-(

I'm currently going to prepare the machine for further investigation,
but have to fix several other issues with this new installation first.
My first first assumption: As the menuconfig worked with the same
busybox tree before (out of the box, without any problems), it has to
depend on any other thing I changed ... and that is: gcc ... I upgraded
from gcc-4.4.4 to gcc-4.5.2 ... and may be there was an update of
ncurses and glibc too. So the problem does probably not origin in
busybox ... I'm willing and going to track that down and I'm open to any
suggestions for that investigation ... if I can fix the other issues as
expected, I'm ready to move to that phenomena tomorrow or the day after.
