I'm sorry, I just don't think it can be summarized in 10 words, but
here's a summary in 30 words what the debate is about:

  Are GPL enforcement efforts through copyright law appropriate and
  worthwhile?  And, if they are worthwhile, what means permitted under
  copyright law should enforcers utilize in their efforts?

I'm really sorry I can't get it down to ten words.

Meanwhile, I think the debate can't be settled.  Some people support GPL
enforcement, others don't.  Of those who support it, there is
disagreement about what means should be used.

My view is simple, but I do need about 60 words to state it:

  There are copyright holders who have asked Conservancy to enforce
  their GPL'd copyrights.  Conservancy will keep enforcing until such
  time as no copyright holders want Conservancy to enforce anymore.
  Conservancy will modify its behavior based on input and feedback from
  copyright holders involved with our enforcement, and our new
  initiative this year shows our willingness to change our procedures
  based on community feedback.
