Adds a minimal implementation of i2cget, i2cset, i2cdump and i2cdetect
tools. Supports most features of upstream i2c-tools.

It might seem big, but it supports most features of upstream with three
times less lines-of-code. It's a big patch, so it would be nice to merge
it in order to make it easier to test and find bugs.

There's still some work to do e.g. splitting i2cdump_main() into smaller
functions.
