Makefile.flags contains: ARCH_FPIC ?= -fpic ARCH_FPIE ?= -fpie
However, arch/$(ARCH)/Makefile gets included *after* Makefile.flags, and therefore doesn't get the chance to provide its own value. Fix this by including arch/$(ARCH)/Makefile *before* Makefile.flags.
