It is a bug in the family Reduviidae - also known as an Assasin bug. They live 
on protein fluids and only a few species are known to go specifically for blood 
such as those in South America that are known to spread Chagas disease. All of 
these bugs will have enzymes that probably break down blood proteins and their 
bites will produce swelling reactions. This particular species is most likely 
an opportunist and in general their initial bite would be so painful as to wake 
up any healthy victim immediately.

Incidentally I have a species of Reduviid breeding quite well these days in my 
garden and whenever the power cuts happen, I go around looking for them.
