We need to clarify which text exactly has to be "frozen". The problem here is that some strings are marked for internationalization, which renders them "unfreezable" in that they will get updated via launchpad translations. If any of those internationalized strings are to be frozen, this will make the translation review process critical (and we will need to plan ahead of each release to get sign-off on the translations).
