Hi Donald,
I'd suggest to open access to sandbox not for all Apache committers,
but only to interested ones that ask for it; that's the same policy
that the Commons community applies, I experienced it and sounds
reasonable, at least for me.
BTW I don't just agree on having an open sandbox, on the other hand,
I'd encourage people to use it, since could take excellent ideas!!!
