Scott, the reason they are usually in the Extra Portion of the Band is to try 
to get away from the General Class KC Police.  It does not work well, but it is 
all they can do.  It you will notice, they usually listen in the General 
Portion of the Band where you can transmit.  Anyone can listen in the Extra 
portion of the band and they will always work split.  Most DXpeditions will do 
this to try to work as many as possible.  They will try to work EU and JA when 
the band is open because it is not open much.  You will appreciate why when a 
rare one is on in the Indian ocean and the reverse occurs and they send NA 
only.  If you don't have a beam and an amp, it is not their fault and they 
can't do anything about it.  If you choose to work QRP with a Buddy Pole, you 
are building your own casket and no one else can do much for you.  If you envy 
those with an EXTRA license, you know where to buy the book and how to read.  
You don't even need to know code because we have NO code licensing. Willis

They seem to have an allergy to the general portions. I have heard them on 15, 
20, and 40. All in the extra. On 10 when l have heard them it is a lidfest or 
they are only listening for EU or JA.  If i get them fine otherwise I will
