HB 939 became law this evening when the Texas House concurred (voted to approve) in HB 939 as it was passed by the Senate. HB 939, after some administrative matters in the Texas House, will be sent to Gov. Greg Abbott for signature. Gov. Abbott may sign HB 939 or he may just let it become law by letting it lie on his desk for 10 days. We expect that whether he signs HB 939 or lets it become law without signature, that HB 939 will become law. Because of the way we wrote HB 939, it will become effective immediately after the Governor signs it or after the passage of 10 days. Passing legislation is damn hard and stunningly expensive, but without the help of Members who become involved, passage or defeat of any legislation is impossible.
