RS-232 originally defined both levels and various signal pins. Most USB to RS-232 converters do not have all of the other signals. They will have Tx and Rx, but if your gizmo needs the other signals for flow control, such as RTS/CTS, DTR etc, you may not get by with a USB-to-serial converter.
