I had done something similar at my former qth to make 450 ohm ladder
line.   My solution used UV resistant PVC conduit and UV resistant wire
ties.  I drilled holes at the prescribed spacing through the conduit
(perpendicular to the axis of the conduit).  I ran the wires through and
the put the wire tire around both wires inside the center of the conduit
and snugged it enough to make a slight "bump"  in each wire going towards
the center of the spacer.   The "bump"  in the wires along with the wire
tie prevented any movement of the spacer.   This was with teflon coated,
stranded 10 gauge wire that was rescued from the recycle pile at work.
Worked great!
