Rather than using the ARRL language, on the fly, I rewrote their letter to
this: (feel free to use or modify).
As a constituent and one of more than 51,544 FCC - licensedAmateur Radio
Operators in the State of Texas, I am writing to ask that you do not support S.
1534 in it's current form.It places undue burdens on the amateurs it seeks to
protect.
The Bill does not balance the interests of all parties. It ensures that
community associations permiteffective outdoor antennas, but does not provide
direction, achievabletechnical standards, or reasonable time limits on
approval. It does not define reasonable written rulesconcerning the
installation, placement, and aesthetic impact of externalamateur service
station antennas. It requires notification to the association and their
priorapproval of antenna installations, so Amateurs will be required to
removecurrent installations pending approval. The rights and responsibilities
of community associations andassociation residents are so completely protected
by the terms of this billthat it will set back Amateur radio rather than
promote it.
I ask that you insist that S. 1534 be revised to clarify and define the
approval process,standards and timeline before it leaves committee and before
it goes to theSenate floor for a vote. Thank you for your consideration.

I am sure many of you have seen this email from ARRL. I would like to hear
comments from others on their thoughts on this bill.
If I understand the bill correctly it still gives HOAs final say to antenna
installation. I don't like that personally. It also requires you to notify the
HOA if you already have antennas up and get approval from the HOA in order to
keep them.
