I had problems with a copper J-pole, also. I had copied the design from the ARRL handbook. Unfortunately the dimensions of the fittings in the book were not the same as the ones that I assembled it with. Ron, above, mentions the dimensions. After I researched the dimensions I had to unsolder and cut another piece to make the dimensions correct. That was all it took. 1.09:1 after a good bit of tuning.
A VNA would be most helpful but an SWR meter will do if the dimensions are good. Keep it away from trees and bushes and also yourself while tuning, up as high as is practical.
