The NORMAL rules for FD state that any station operating D class (1D, 2D, etc)
cannot claim contacts made another D class station.HOWEVER, that rule is waived
for 2020. So, this year only, any class can count contacts made with any
class, including D class.
There is also confusion regarding the 100 bonus points per station operating
all emergency power. THE NEW 2020 WAIVER DOES NOT CHANGE THIS RULE. Therefore
if you want to claim the 100 bonus points, ALL your contacts must be made while
under emergency power. Some people apparently think that only 1 QSO need be
made with emergency power to get the 100 bonus points. THIS IS NOT TRUE! For
example, if you make a total of 200 QSOs of which 199 are under emergency power
and you make 1 QSO using commercial power, than you cannot claim to be an E
class station.
