Unless I'm mistaken, you don't submit.  You just keep a copy at your station to 
provide if the FCC stops by and asks you for it.

I haven't found that magazine article (think it was in CQ), but I think I 
remember that it said that performing an analysis using one of the online 
calculators and printing off the results would suffice to satisfy your legal 
requirements.  Don't quote me on that; it may be flat wrong.
