I have several Arlo cameras at my place in the country and my home QTH. They use CR123 batteries (either rechargeable or not) although I believe the newer Arlo cameras all come with rechargeable batteries. The system includes a WiFi hub that plugs into your router so you can monitor and control (enable/disable) the cameras remotely. They may offer pan/tilt cameras although I don't have any. They do offer cameras with 2-way audio so you can hear what's happening and maybe even encourage your neighbor to do the right thing.

No paid service required, but they have paid cloud storage if you want it, a great phone app, and onboard storage for a 32Gb card. You can pay for a cloud recording (if someone steals your camera, you?ll have the recording stored somewhere other than on the stolen camera), but I haven?t found it necessary. Each interior camera costs roughly $40 out the door with the SD card included in the price, the outdoor cameras cost twice that, and are in high demand. Yi also has a Windows app, where you can watch up to 9 cameras at a time on your screen, though each camera can stream 3Mbps, so you?ll need a more robust internet package with higher upload to do so. The only drawback I will warn you about- the cameras connect to your internet, and go out to a server that then feeds your phone app, etc., this system is not contained to your network. So if your internet/WAN modem goes out, you cannot view your cameras even if your wifi/LAN is still working. You can pull the SD card and review footage that way, but that?s a PITA. It?s the only knock I have against these things.
