Typically, the linear style supply loses its pass xstrs or 723 regulator. It also has a SCR over voltage protection on the output. Clamps the + to ground...the fold back circuit in the 723 prevents burn up. If it hums when turned in, I'd check that first. Remove the OVP and check voltage unloaded. It may be that easy of a fix. The linear series are easier to repair IMHO vs the switchers
