Im not going to look it all up but I have in the past,  a simple man
launched missile from a jeep was $50,000 in the 80's  anything from a 40M
jet will be exponentially higher. and some of the missiles carried are over
a million each.  the fuel, the time of all involved, and there are many
both in the airforce and in both govts.  the research to know where the
balloon is and where it will be when the jet gets there. air traffic
control on both sides.  even the guy that has to recheck the plane after it
lands to make sure it is ready to fly again.   someone somewhere must have
had the job to know what the balloon was and if it was a weather balloon,
or just someones party balloons before that kind of money gets spent.
that guy ows the govt and the balloon owner a check.
