The EU countries you listed are all CEPT members. Wit an US license you
can simply append the country callsign to your call and transmit with
the same class that your license allows (never exceeding the limits that
the country laws permit).
In Germany your call sign would be DL/K4SCT
In France your call would be F/K4SCT
