Found the following by Brian Beasley K6STI on the *e-ham.com

"Grounds and Verticals" in the March BVARC Beacon "Waves and Coffee" column

Rudy Severns, N6LF, has updated his writeup on ground parameter measurement
with several new probe designs. A ground probe and NanoVNA let you measure
the permittivity and conductivity of your local ground for use in antenna
analysis software.

Ground characteristics affect all antennas, but especially vertical
antennas and antennas with low horizontal conductors. Accurate ground
characteristics let you realistically compare horizontal and vertical
designs. They let you evaluate ground-system loss and ground-reflection
gain.
