I bought a baifeng uv 32 last week to test it out. I discovered that chirp wont program it. But if you go to baofengs main website they have their own programming software. It says you have to install a phone app and do it via bluetooth, but just ignore that. Its not required. The baofeng software and the usb driver (c340 perhaps? I may be wrong) is all you need and you can program with the cable. You will need to look thru the software menus though because there is a setting that defaults the language to chinese and after you load the freqs into the radio, the menus will be in chinese. Theres an option to switch it to english.
Hope this helps. Oh and i didnt see a way to convert the chirp file to the beofeng file so you might have to retype it all up.
