Allen, unfortunately, there are no programs, free or paid, that will guarantee a seamless import of .PUB files. Many claim it, but it is a closed-in file format. But there are some tools that can help.
The LibreOffice: Draw module, free, says it can open them, but usually poorly and most likely breaking formatting, but it would allow you to extract the date/text from the document and re-create it somewhere else. You also have that option in Publisher where you can open it and copy/paste or even export as a PDF.
Canva and the Affinity suite are bot pretty good alternates. Canva is online and they do have free tier which for free is pretty good. The paid tier is better, but you may not need that level. Affinity, which is part of Canva, is a pay once use forever and their tools are on a level with all of the Adobe suite of Photoshop, Illustrator & Indesign. I paid under $100 for that level of software and I did not have to rent it monthly.
Text will be fairly simple, tables will be a hitch.
So right now, I know the clock is running to October, your best bet is to start extracting the data you’ll need to move it to another software package. If I had to pick, export the data from Publisher and move it to Canva.Canva has the easiest learning curve.
