You can only guarantee that if you control which distributions ship
bzr-gtk or don't care about any of the ones you don't control.  Since
many *nix people install from source onto shared resources, seahorse may
not be of the correct version in a lot of places even if you get the
distributions to agree to ship a recent enough seahorse if they ship
this version of bzr-gtk.
