Memory leak when service loading failed

When service a service is failed to be loaeded for some reason then there are
memory leaks in error path.
For example if you build rampart modules and examples and then delete ramapart
module but not the services
then when loading thoese services it will go in error path. At that instance
repository listener is not freed.
