Robert Lazarski resolved AXIS2C-1229.

Resolution: Won't Fix
RPC-encoded SOAP binding style is deprecated and not supported by the native
code generator.
SOAP 1.2 deprecated the RPC-encoded binding style in favor of document-literal.
Most modern SOAP frameworks have dropped or never implemented RPC-encoded
support.
