Robert Lazarski resolved AXIS2C-1381.

Resolution: Won't Fix
These 2009 patches are a full replacement attempt of Gnu autotools, not a
supplement.
However:
1. They're 16+ years old - predating many CMake best practices and
modern CMake features
2. The codebase has changed significantly since 2009
3. The existing CMake files in tools/codegen/native/ are modern
(CMake 3.10, C99) and follow current practices.
However our limited CMake support is intended as an alternative to Gnu
autotools, not as a replacement.
