Robert Lazarski resolved AXIS2C-1040.

Resolution: Won't Fix
1. Static build support is implemented via the Android weak symbol
registry (docs/HTTP2_ANDROID.md)
2. The remaining AXIS2_EXPORT→AXIS2_EXTERN cleanup could be a good
"first issue" for new contributors interested in Windows support
