Robert Lazarski resolved AXIS2C-1107.

Resolution: Won't Fix
- Patches are 18 years old and unmaintainable
- No ability to test (requires Windows + MinGW environment)
- Modern alternatives (WSL2) make MinGW-based builds less necessary
- The effort to modernize these patches would exceed writing new MinGW
support from scratch
- Limited demand - no activity since 2008, and the original reporter
stopped after hitting the circular dependency blocker
If MinGW support is genuinely needed in the future, it would be better
to:
1. Start fresh with modern MinGW-w64/MSYS2
2. Consider adding CMake support instead (more portable)
3. Have someone with Windows access do the work
