I think for now I'd prefer to defer it.
For Rampart C in general - Once we get 2.0 out, I also have some patches that
get Rampart C working with openssl >= 1.0 and also fixes some interoperability
issues.
I know Rampart isn't used nearly as much as the base Axis library, but I know
it's still being used by at least one organization I'm familiar with.
