Hi Jesse,

I don't know of anything that would prevent us from granting this 
privilege to a non-committer; I don't think the charter says anything 
about it.  You've been around the community for literally years, and so 
I'm +1 for doing this, and I'd be more than happy to make it happen if 
other committers agree.

I'd love to be able to close reports like this.  It would be a small
contribution that would save some amount of committers' time and energy.
Is there a way I can do so even though I'm not a committer?
