Xerces-c.dll does not transcode UTF-8 string

I have built Xerces-c on Windows-xp. The build was successful. But the
xerces-c.dll does not transcode UTF-8 characters properly. Here is the sample
application SAX2Print.exe and the XML simpletext.xml with UTF-8 characters.
When you execute
SAX2Print.exe
simpletext.xml
it will return characters ->->->->-> for UTF-8 strings. The application returns
correct UTF-8 string when xerces-c.dll downloaded
from the Apache site is used. Can any one help me.
