Your question seems incomplete, so I'm not quite sure what you're asking. Are you referring to the decoding of character references in SAX or DOM, the representation of characters in the input document as UTF-16 in the DOM, or something else?
 
Note that the content of your signature line would seem to indicate that you shouldn't be posting to a public mailing list like this, where there is no identifiable "intended recipient." It would be completely reasonable for everyone on this list to believe themselves required to ignore and delete your messages. You might want to have a word with whomever sets your company's policy about the appropriateness of this text.
